What are the benefits of a DVI (digital visual interface) over a VGA (video graphics array) input on a monitor?

A. DVI handles the digital signal coming out of the computer, producing a better picture on a monitor.

DVI inputs are found on most, if not all, new LCD monitors.
The computer graphics card generates a digital signal, DVI keeps it digital, and there's always going to be some data lost in a signal conversion (i.e. VGA having to convert from digital to analog RGB)
Whether there's a TV tuner or not has nothing to do with whether a DVI interface is present.
