Can someone help me with my halloween costume?

I need something fun and creative for my halloween costume. It either has to be REALLY creative or theatrical. I have a floor length light blue dress that is costume-y. It has woven blue and white ribbons on the top, and flowy long sleeves. The skirt is straight and goes down to the floor. I need suggestions of this nature because there is a contest in my school, and I want to use this dress! Please help! Thank you!

You could be a Ice Queen, just incorporate some silvery makeup, shoes, jewelry, headpiece? or wand.
Maybe a winter fairy or nymph, water nymph or sprite?
(I like fantasy)
And just add a bunch of pretty things to the dress! :D
